Letter to Penn Township Concerning Large-Scale Development
Request for Temporary Moratorium on Large-Scale Development in Penn Township
On behalf of the Diamond Lake Association, I am writing to formally request a temporary moratorium on approvals related to a potential large-scale development project under consideration in Penn Township.
At present, there is no centralized, publicly accessible information outlining the scope, impact, or timeline of this potential development. This lack of transparency is creating confusion, speculation, and growing concern among residents.
The Diamond Lake Association represents a broad community of lake residents, property owners, and stakeholders whose shared priority is the long-term preservation, safety, and responsible stewardship of Diamond Lake and its surrounding environment.
We want to be clear in our position: This is not a statement of opposition to development. Rather, it is a call for a deliberate, transparent, and informed process before irreversible decisions are made.
While this is not a statement of opposition to development, the Diamond Lake Association remains firmly committed to protecting the aquifer, lake, and surrounding ecosystem that are central to our mission. Any proposed development must be clearly understood and demonstrate no negative impact on these critical resources.
As a result of the current lack of public information, there are significant unanswered questions, including but not limited to: potential environmental impact on the lake and surrounding watershed; infrastructure requirements and strain on local systems; noise, energy usage, and operational footprint; long-term land use implications and precedent for future development; and broader impact on the Diamond Lake community.
The Diamond Lake Association has made efforts to better understand the situation through available channels; however, without formal public documentation or disclosure, it is not possible to fully assess the implications of a project of this scale.
Given the magnitude and permanence of this type of development, it is critical that any proposal be introduced through a transparent, public process that allows for informed input before decisions advance.
Accordingly, we respectfully request a temporary moratorium of one year on any approvals, permits, or zoning actions related to this development. We further request that a moratorium resolution be placed on the next Penn Township board agenda for consideration.
If a moratorium is not pursued, we strongly urge that no approvals or zoning actions be considered until there is full public transparency regarding the scope, impact, and implications of the proposed development.
Additionally, given the scale and complexity of modern developments of this kind, we encourage Penn Township to evaluate whether existing zoning ordinances are sufficient and to consider establishing updated standards before any such use is approved.
A moratorium would allow time to ensure full public transparency and access to project details, provide adequate opportunity for community input and engagement, clearly understand the benefits to Cass County and Penn Township residents, and enable local governing bodies to evaluate appropriate policies or safeguards.
The Diamond Lake Association stands ready to engage constructively in this process. We are committed to working collaboratively with township officials, county leadership, and relevant stakeholders to ensure that any development is approached responsibly and with full consideration of its long-term impact.
We appreciate your attention to this matter and welcome the opportunity to discuss next steps.
Sincerely,
Kelly Ball
President, Diamond Lake Association
